_Status: Active — first operational getting-started guide for the network. Companion to `site-profile-azores.md` and the Atlantis Pads network overview._

# Getting Started: Azores, Portugal

This is the operational entry guide for the Azores Atlantis Pad — what needs to happen, in what order, and who to contact. It does not replace `sites/site-profile-azores.md` (the research and revenue-model backing); it sequences that research into an actionable path.

## The Critical Path

**The single gating factor for this site is aquaculture zone confirmation, not a relationship.**

Only three designated aquaculture zones exist in Azorean waters. A site inside or adjacent to one of them follows a standard 8-18 month licensing path. A site outside them requires zone re-designation, which adds 1-3 years. Additionally, the 2024 MPA (Marine Protected Area) boundaries and their operational overlays are still being finalized by the Regional Government as of this writing — legal counsel and early engagement with regional authorities is recommended before committing to any specific site.

**This means the critical path is legal/administrative confirmation, before any land purchase.** Unlike Okinawa, there's no single gatekeeping institution whose buy-in determines viability — the constraint is a zoning fact that either is or isn't true for a given parcel. That makes this a faster, more mechanical first step than Okinawa's, but it's still a hard blocker: spending on land before confirming zone alignment risks buying a property that can't get an aquaculture license without a multi-year re-designation process.

**First move, in practice: a query to the Regional Directorate of Sea (Azores autonomous government) to confirm which candidate parcels fall within or adjacent to an existing designated zone, before any property search begins in earnest.**

## What's Actually Needed

### 1. Zone and Regulatory Confirmation (do this before anything else)
- Confirm candidate site location against the three designated aquaculture zones
- Engage legal counsel familiar with the still-finalizing 2024 MPA boundary overlays
- Authority: DGRM (national) + Regional Directorate of Sea (Azores autonomous government) — the Azores has regional legislative autonomy, so some licensing moves faster than mainland Portugal, but this also means checking with the regional authority specifically, not just the national one

### 2. Legal Entity and Property
- No restrictions on foreign ownership — full EU property rights for non-EU nationals. Simpler than Okinawa on this front; no equivalent to the KK/DOA process.
- **Property options, once zone-confirmed:**
  - Purchase: rural coastal plots on Pico, 500-2,000m² for €14,500-45,000, or 2,000-10,000m² with sea access for €30,000-250,000 (213+ active listings as of mid-2026)
  - Lease: municipal lease from Câmara Municipal of Madalena (Pico) or Horta (Faial), possibly under the MAR 2030 programme — lower capital commitment, worth evaluating against purchase before deciding

### 3. Aquaculture License
- Process: confirm zone alignment (see Critical Path) → application through DGRM + Regional Directorate of Sea
- Timeline: 8-18 months within a designated zone; 1-3 years additional if re-designation is needed
- Diving operations require CNO certification from DGRM; whale watching is strictly licensed (authorized operators only, minimum vessel distances) — factor this into the operating license scope from the start, not as an afterthought

### 4. OKEANOS Partnership (parallel track, high leverage)
- OKEANOS (University of the Azores) is headquartered in Horta, a 5-minute walk from the marina, with 150+ researchers and existing partnerships with BBC, National Geographic, and NOAA
- This relationship can and should start immediately, independent of the zone-confirmation timeline — it doesn't gate the aquaculture license the way OVFC gates Okinawa's, but it does unlock Horizon Europe co-applicant status and research-residency revenue, so early engagement compounds
- The site profile explicitly frames this as "the relationship to pursue... already on the doorstep" — lowest-friction first conversation in the whole Azores entry sequence

### 5. Grant Engagement (sequenced after zone + entity, before or alongside license application)
- EU LIFE / BESTLIFE2030 — up to 95% co-financing for outermost-region biodiversity projects, the standout grant in the entire five-site network
- FCT research grants routed through OKEANOS as co-applicant — another reason to prioritize that relationship early
- FRCT (Azores regional) — lower-competition regional innovation grants, worth an early inquiry given the low competition

### 6. Container Home / Infrastructure Compliance
- Simpler regulatory path than Japan: Portugal's SCIE simplified building code, 4-8 month permit through the local Câmara Municipal
- Seismic-rated foundations required (volcanically active region) — engineer certification is non-negotiable
- Budget €88K-187K per unit, all-in with Atlantic wind and seismic certification
- Recommended structure per the site profile: one fixed shore base (container cluster on purchased Pico land) + one floating pontoon adjacent to the aquaculture concession — the pontoon needs a harbor concession from the port authority separately
- **RVs as flexible, non-permanent additional housing, as needed:** rather than scaling the permanent container-home count past the current baseline to cover a larger on-site team or week-long tourist/researcher stays, use rented RV/camper units as needed for temporary capacity. A real rental fleet already exists in the Azores (Yescapa, azores4fun, per `presentation/atlantis-pads-flexible-housing-options.md`). This is a real cost/flexibility win over adding permanent units (no capex, immediate deployment, no strike-and-store obligation), but it does NOT change the underlying hotel-lodging licensing question: an RV housing a paying, unrelated guest with any regularity still falls under Portugal's Alojamento Local classification the same as a permanent unit would, per the same brief's §6 findings. Treat this as a flexibility lever, not a licensing workaround.

## Contact List, In Sequence

| # | Contact | Purpose | Cost to Engage |
|---|---|---|---|
| 1 | Regional Directorate of Sea (Azores autonomous government) | **The critical-path step** — confirms aquaculture zone alignment before any land spend | Free to inquire |
| 2 | OKEANOS (University of the Azores) | Research partnership, grant co-applicant, institutional credibility — start in parallel with #1 | Free to initiate |
| 3 | DGRM | National aquaculture licensing body | Application fees only |
| 4 | Câmara Municipal of Madalena (Pico) or Horta (Faial) | Municipal lease options, container-home permitting authority | Free to inquire, lease terms vary |
| 5 | Oceano Azul Foundation | Blue economy partnership, Waitt Institute connection | Free to initiate |
| 6 | FCT (Foundation for Science and Technology, Portugal) | Research grants, routed through OKEANOS as co-applicant | Free to apply |
| 7 | FRCT (Azores regional) | Lower-competition regional innovation grants | Free to apply |
| 8 | Portuguese/Azorean legal counsel | MPA boundary overlay review, entity setup, property due diligence | Commercial fee |

## Open Decisions Not Yet Resolved

- **Purchase vs. lease for the initial site** — capital commitment tradeoff, needs a decision once zone-eligible parcels are identified
- **Which of the three designated aquaculture zones to target** — not yet narrowed to a specific parcel or sub-region
- **Sequencing of OKEANOS outreach vs. zone confirmation** — likely fine to run in parallel since they're independent tracks, but worth confirming OKEANOS doesn't have a preferred-site opinion worth hearing before zone selection is finalized
